Insurance Europe says there needs to be a clear legal framework at EU level regarding access to in-vehicle data
Insurance Europe has responded to the European Commission’s consultation on Cooperative Intelligent Transport Systems (C-ITS) specifications, saying it agrees on the need for a clear legal framework at EU level and that a major issue requiring immediate attention is access to in-vehicle data.
This is because the deployment of C-ITS in Europe—and connected and automated driving, in particular—is bound to be slow and fragmented, unless decisive action is taken at EU level in favour of in-vehicle technology. Regulation should allow all stakeholders to be on an equal footing when it comes to in-vehicle access to vehicle data.
This means access free from any interference by vehicle manufacturers and solely based on the consent of drivers/consumers. Insurance Europe therefore echoed the call for a legislative proposal on this topic in the European Parliament Transport Committee’s draft report on a European strategy for C-ITS, which is expected to be adopted in February.
In this respect, Insurance Europe urged the European Commission to build on the work achieved in the C-ITS Platform and the comprehensive discussions that took place in the Working Group 6 on access to in-vehicle data and resources.
Insurance Europe also urged the European Commission to give due consideration to the conclusions of the Transport Research Laboratory (TRL) study on access to in-vehicle data and resources, which was published in August 2017 and offers a valuable assessment of the various technologies available for such access.
These messages were also reflected in the recently launched Data4Drivers campaign, which Insurance Europe supports.
